Use toner on your back, chest? [hard water] [shoulders]

Im looking for a toner for back, chest and shoulders. I have very hard water and the need to tackle the pH balance. Can anyone recommend something?
Reply:i use the biore toner it has tea tree oil and beta hydroxy acids in it, cleared up my chestne i had so much of it ICK!
Reply:Yeah, I had one. It corroded/rusted within a year.
Reply:I also had hard water, so I went to the hardware store and bought a shower head filter for $20.00
